Discussion of capital rule proposal.

Meeting to discuss proposed capital for swap dealers

Participants discussed SEF compliance issues.

The Chairman spoke with Pat McCarty and Randall Costa, immediately following the just completed public Commission meeting and its relationship to the clearing mandate and to yet-to-be completed rules.

Participants discussed SEF execution methods and voice brokerage.

Participants discussed the treatment of environmental commodities under the proposed rules defining "swap" and "swap dealer".

Participants discussed the treatment of Multi-Lateral Financial Institutions in the Enduser Exception and the Swap Dealer Definition proposed rules.  IDB referred to their previously submitted comment letter.
