Summary of Large Trader Reporting Requirements Final Rule

On April 30, 2024 the Commodity Futures Trading Commission (“Commission”) published new Large Trader Reporting rules to amend its large trading reporting regulations for futures and options. These regulations require futures commission merchants, clearing members, foreign brokers, and certain reporting markets (reporting firms) to report to the Commission position information for the largest futures and options traders.

Part 17 Guidebook

Staff has prepared a guidebook in connection with the large trader reporting requirements final rule. The document provides detailed instructions on submitting data in connection with the final rule via FTP to the Commission, including a data dictionary for mapping data elements to a Part 17 submission. The chart below includes links to the current version of the document, along with the prior version and a blackline between the two versions:

Staff has also prepared a zip file containing XML Schema Definitions (XSDs) for use in generating valid XML for Part 17 submissions, as described in the guidebook.

Information on CFTC Calls to Discuss Part 17 FIXML Implementation

Commission staff will be hosting telephone conference calls with reporting parties regarding technical implementation of the Large Trader Reporting Requirements Final Rule.  Calls will occur bi-weekly at 10:00am ET on an as-needed basis.  The current call schedule is located here.  People participating in the calls will be required to identify themselves, and calls may not be recorded.

The next call will be held as scheduled on June 10, 2026.
