How to Submit a Comment

The CFTC welcomes comments on proposed rules, other pending actions, and industry submissions pending before the Commission.

• Open CFTC Comment Periods – opened on or after 04/28/2026 – Use Regulations.gov
• Open CFTC Comment Periods – opened prior to 04/28/2026 – Use the CFTC Online Form

For proposed rules and other items published in the Federal Register, comment deadlines are specified in the Federal Register release.

For other submissions open for comment, comment deadlines are included on the list of Pending Industry Filings or in the announcement inviting comments.

Comment Periods Opened On or After April 28, 2026 – Use Regulations.gov

To submit a comment using Regulations.gov:

1. Use the link at the top of this page to go directly to a list of open CFTC comment periods on Regulations.gov; OR

   Go to Regulations.gov and then proceed as follows:

   • Press the Search button to open the search page;
   • Under Refine Documents Results – check the box to “Only show documents open for comment”; and
   • Under Agency – select “See More” and check the box for “Commodity Futures Trading Commission,” then press the Apply button.
2. From the list of CFTC documents open for comment, identify the one you are interested in and press the Comment button to open the submission form.
3. Follow the instructions on the form to enter/attach and submit your comment.  Submissions to Regulations.gov are subject to the terms of the Privacy Notice and User Notice linked at the bottom of the form.

***Please Note: Your comment will NOT immediately appear in the online public comment file. Submissions to Regulations.gov are subject to additional processing that can take up to several days. If desired, you may opt-in on the comment submission form to receive a confirmation email and tracking number.

Comment Periods Opened Prior to April 28, 2026 – Use the CFTC Online Form

Documents opened for comment prior to the Regulations.gov transition date will remain open for comment in the CFTC’s former online system until the comment period closing date stated in the document. For these documents ONLY, please follow the instructions below:

To file a comment using the CFTC’s online form:

1. Use the pre-April 28, 2026 link at the top of this page to find the Proposed Rule, Industry submission, or other item on which you want to comment.
2. Click the Submit Comment button next to the item.
3. Enter the required information into the form and enter your comment or provide your comment as an attachment.
4. Your comment and any attachment you provide will be published, without removal of any personally identifying or other sensitive information.

Other Comment Submission Methods

If you are unable to use an online method to submit a comment, other methods of comment submission are available.  They are listed in the “addresses” section of the Federal Register release or in the press release announcing the Industry Filing or other item open for comment.  Please submit your comment by only one method.

Comments submitted by alternate methods should include the subject of the proposed rule or other open issue to which you are responding. If applicable, the RIN associated with the Federal Register release should be included. Mark your submission as a comment. All comments on proposed rules and on other items requesting comment become a part of the record for the matter and will be published online, subject to the terms and limitations stated in the Important Notice on this page.

Comments provided via paper will be converted to PDF and then posted online to the same extent as if they had been submitted electronically. The CFTC also reserves the right, without further notification, to refuse to publish or to remove from public view all or any part of your submission to the extent it contains content that the CFTC deems to be inappropriate for publication in a comment file, such as – without limitation – obscene language, threats of violence, solicitations for commercial sales or illegal activity, or obvious spam. If a submission that is refused for or withdrawn from publication because of inappropriate content also contains comments on the merits of a rulemaking or another official Commission action, such submission will be retained in the record for the matter and will be considered as required under the Administrative Procedure Act and other applicable laws, and may be accessible under the Freedom of Information Act.
