Mr. Berkovitz presented information about the CFTC rulemaking process during a panel discussion on the implementation of the Dodd-Frank legislation.  The panel members discussed issues associated with various rulemakings, including the definitions of products and entities subject to the Act and registration requirements, position limits, extraterritorial application, and clearing, trading, and reporting requirements.
