Complainants filed a timely notice of appeal from the Judgment Officer's Initial Decision of August 28, 1998, dismissing their complaint. However, the complainants failed to perfect their appeal by filing a brief, as required by Commission Rule 12.401(b), 17 C.F.R. � 12.401(b) (1998). A brief should have been filed on or before September 21, 1998. Because the complainants have failed to file their brief, this appeal is dismissed.
