MARKET WATCH, INC. and JOHN MICHAEL CONNOR CFTC Docket No. CRAA 96-2

v.
NATIONAL FUTURES ASSOCIATION ORDER OF SUMMARY AFFIRMANCE

Our review of the record and the parties' appellate submissions establishes that the findings and conclusions of the National Futures Association ("NFA") are supported by the weight of the evidence; we therefore adopt them. We further conclude that the NFA committed no error material to the outcome of this proceeding, and that the parties have not raised important questions of law or policy meriting extended discussion. Accordingly, we affirm the result of NFA's decision without opinion. Nevertheless, NFA's decision shall not be cited as Commission precedent or generally regarded as an expression of the Commission's views on the issues it resolved.

IT IS SO ORDERED.

By the Commission (Chairperson BORN and Commissioners DIAL, TULL, HOLUM and SPEARS).
