CFTC Commissioner J. Christopher Giancarlo Announces Senior Staff Appointments

Washington, DC — U.S. Commodity Futures Trading Commission (CFTC) Commissioner J. Christopher Giancarlo today announced the appointment of Jason Goggins and Marcia Blase to his senior staff.

“The diverse breadth of knowledge and experience that Jason and Marcia bring to my office will be invaluable as we face numerous outstanding issues before the Commission,” said Commissioner Giancarlo. “Not only will they help me ensure that the Dodd-Frank Act is implemented responsibly, but they will help me advocate for policies that foster competitive markets to better serve the farmers, manufacturers, energy firms, and utilities that are America’s job creators.”

Jason Goggins, Chief of Staff

Jason Goggins comes to the CFTC from the majority staff of the House Committee on Agriculture under Chairman Frank Lucas (R-OK), where he served as Senior Professional Staff and Counsel. Jason was responsible for all issues related to the CFTC, Title VII of the Dodd-Frank Act, and oversight of the swaps and futures markets. He was also the primary staffer responsible for drafting bipartisan legislation to reauthorize the CFTC which recently passed the House of Representatives. Prior to his service on the House Agriculture Committee, Jason served as a Counsel on the House Committee on Financial Services, where he worked on multiple titles of the Dodd-Frank Act, the JOBS Act, and handled issues relating to the derivatives markets, accounting, corporate governance, municipal finance, and TARP. Jason also previously served as the press secretary for Representative Spencer Bachus (R-AL). Jason is a graduate of the Cumberland School of Law at Samford University (J.D.) and the University of Alabama (B.A.).

Marcia Blase, Senior Counsel

Marcia Blase comes to Commissioner Giancarlo’s office from the CFTC Division of Swap Dealer and Intermediary Oversight, where she served as Special Counsel. Marcia has previously served in a variety of positions with the Commission, including in the CFTC Office of General Counsel and as a counsel to CFTC Chairmen James E. Newsome and Reuben Jeffery, III, as well as Commissioners Jill E. Sommers and Frederick W. Hatfield. Prior to joining the CFTC, Marcia held various positions with the federal courts including: Law Clerk to the Honorable Albert J. Henderson, United States Court of Appeals for the Eleventh Circuit; Staff Attorney for the Eleventh Circuit Court of Appeals; Staff Attorney for the Eighth Circuit Court of Appeals; and Law Clerk to the Honorable Claude W. Hicks, Jr., United States Magistrate Judge, United States District Court for the Middle District of Georgia. While working at the Eleventh Circuit, Marcia was also an Adjunct Professor of Law for the Research, Writing and Advocacy Program at Emory University School of Law. Marcia graduated from Washington University in St. Louis (B.A.), and Mercer University School of Law (J.D.).
