The Chairman opened the meeting by summarizing the legislation, with a particular emphasis on the legislation's requirements concerning sales practices. The group discussed business conduct standards concerning advising and trading with special entities, with some focus on the definition of advice and the degree of duty an advisor had to a special entity. In addition, the group discussed off-exchange trading on swap executiion facilities.
